The issue of limited government and the formation of a Community Service District (CSD) in Joshua Tree should be of concern to all local residents. David McChesney has been an outspoken voice in oppostion to the concept and sees this attempt by County appointed officials to install a government in Joshua Tree as a pro-development effort. The formation of a Joshua Tree CSD would be an attempt to "cash in" on the 1.5 million+ annual visitors to the National Park by encouraging commercial development which would provide the source of additional revenues needed to fund their objectives. A CSD would allow for more pro-growth proponents to be appointed by the San Bernardino County Board of Supervisors to an Area Planning Commission (APC) and control all factors related to local Planning and Development and Land-Use issues. These appointees would not be elected and could not be recalled by Joshua Tree residents. This is not in Joshua Tree's best interest and does not reflect the desires of Joshua Tree Community residents. We need to wake up!
Promoted as a defense against annexation from other local jurisdictions and as a way to insure greater self-determination and local representation, the formation of a Joshua Tree CSD would do neither. In a recent presentation before the Joshua Tree Municipal Advisory Council (MAC), Kathleen Rollings-McDonald, a 28-year employee and Executive Officer of the Local Agency Formation Commission (LAFCo) assured attendees that a CSD formation would NOT guarantee protection against annexation. The claims made by those promoting a CSD are blatantly false! Please, ask questions. Don't be fooled. Review and understand the information provided in the links below.
Formation of a CSD would allow Joshua Tree voters to elect five persons to a Board of Directors for a new CSD. What is significantly important is that these elected officials would have NO SAY over issues dealing with Community Growth, Planning and Development nor Land-Use issues. Joshua Tree residents should NEVER allow un-elected officials to make the decisions which determine our future growth and Community development. In fact, a CSD formation would completely eliminate the Joshua Basin Water District (JBWD) and seriously jeopardize local control over that entity. The JBWD would cease to exist if a CSD were formed and there would be absolutely no guarantee that Joshua Tree residents could maintain control over their water resource.
